problem in printing 3mm diameter hole.......

I am unable to print a 3mm hole

I want to know whether there is limit. Do I need to setup anything?

Generally, the holes are printed as smaller than it is designed. the fact is that you are adopting a plastic line and covering around a circle. Surely the outside plastic will be stretched to some extent. while you are willing to print a 3mm hole. then the hole should be designed larger. the effects can be reduced by polygons to create holes rather than circles.
